Christmas 2009 - New Year 2010

Dear friends,

the beginning of the year does not coincide in all cultures and traditions, nevertheless these days offer an opportunity to reflect on past months and to prepare for a new cycle. More and more the interchange of wishes becomes an empty ritual, a mechanic repetition, just as the presents interchanged without feeling. In this way, wishes and presents are nothing else than the product of a model that requires us to be consumers, rather than active and responsible citizen; objects, rather than subjects.

Therefore, I rather would like this message to be received as a shared reflection and stimulate a renewed commitment in search of real values of life. First inside ourselves, second in our relations with others and in how we take care of them, and finally in how we live those values in the organizations in which we are actively involved, for those organizations to be just, rather than merely mentioning justice and peace.

Thanking all those who showed me true friendship during the past year, I send you all my best wishes for further building together a better world, everywhere and for everybody, starting with the weakest and the excluded, including future generations.

The studies 
Medical doctor, specialist in Tropical Medicine at the Rome University "La Sapienza" and Master of Science at the London School of Hygiene and Tropical Medicine.

The professional commitment 
The Medical Doctor

A long experience in Developing Countries, first as a volunteer  (in Nicaragua), where he committed himself to health and social development of local rural communities, and to public health management. Later, as a Unicef  officer (in Mexico), he was in charge for Primary Health Care projects and for health and social promotion of children and women.



The Development Cooperation adviser
From 1987 to the 31st of August 2002 he was a health adviser to the Directorate General for Development Cooperation (Direzione Generale per la Cooperazione allo Sviluppo) of the Italian Ministry of Foreign Affairs (Ministero degli Affari Esteri), in charge for health and social development initiatives in cooperation with Latin America and most of Sub-Saharan Africa. During the last year in that office he was in charge for emergencies and humanitarian aid worldwide. During th ewhole period he was also in charge for the technical relations with the World Health Organization(WHO)  and in many occasions he represented Italy at international technical and scientific meetings. The challenges he faced during the period spent with the Italian Cooperation are described in a
 detailed letter.


On occasion of the Italian G8 Presidency (2001), he chaired the health experts group until the month of April, when he left that task due to the reasons  described in the letter he sent to the Prime Minister. 



The Academic


Since September 1st, 2002 he has been adjoint professor at the Università Commerciale "Luigi Bocconi" of Milan (Department for Institutional Analysis and Public Management) and
Health-care Management Research Center (CERGAS), as well as at the University's Postgraduate Management School (SDA-Bocconi). At CERGAS he coordinates the researc group on Global Health. Moreover, his research and teaching activities include management of International Institutions and Non Profit Organizations and issues related to Development Cooperation. On these issues he also promotes group work with students.

He also teaches at the Bicocca University (Milan) and is Visiting Professor for "Ethics and International Organizations" at the International Organizations MBA (IOMBA) of the Université de Genève (Geneva)

He has been a speaker at several
events and taught also in other academic and training environments. Besides development, international cooperation and health, he has been very much involved in issues related to decentralization and local development.


The Secretary General of WOSM
From April 1st 2004 until November 30th 2007 he was the
Secretary General of the World Organization of the Scout Movement - WOSM (with central office in Geneva). (read the communiqué of his appointment and press review)

At the moment of his appointment as the Secretary General of WOSM
with the Chairperson of the World Scout Committee
(2002-2005) Marie Luise Correa (from Senegal)

In three and a half years of intense activity, with the full support of the World Scout Committee, he contributed to relaunch the Scout Movement restarting from its fundamental principles and values, repositioning it in the international context as a culture of Peace and a social force able to give a constructive contribution to society.

Civic and social commitment

  • He actively promoted concrete initiatives for social participation and active citizenship.
  • He is among the founders (President until 2004) of the Italian Global Health Watch - Osservatorio Italiano sulla Salute Globale
  • He has been among  the promoters and for a long time the President of the Association of Development Cooperation Workers - Associazione degli Operatori di Cooperazione allo Sviluppo (AdOCS) 
  • From childhood and later during many years as an educator (leader) he has been involved in the Scout Movement (AGESCI).
  • He proposed and promoted the establishment of a Municipal Childhood Watch - Osservatorio comunale sull'infanzia in support of the policies for children of the city of Rome (Comune di Roma).
  • He founded in Rome the Association and Community "Il Tetto", that since many years operates in the area of family support and socio-economic integration of youth in difficult circumstances
  • He is among the founders and now Honorary President of the citizens committee of the XXth Municipality of Rome - Comitato Cittadino per la XX Circoscrizione del Comune di Roma - Municipio Roma XX
  • Since 2005 he is a member of the Board of the Jacobs Foundation, whose mission is the promotion of education.
